The whole record, with its levels on its face
Class: RESEARCH — an index-document. The compilation binds the whole body of the Genocide Record into one document a reader can hold entire: every component with its one-line verdict and its evidence level. It adds no new claims. Where a component is a file, the file governs; where the record's discipline refused a claim, the refusal is compiled too (§11 below). The levels: Documented — carried by primary documents, official findings, court records or the perpetrators' own accounts. Documented range — the fact documented, the figure a sourced range. Contested — allegation and dispute both documented, at full strength. Model — arithmetic with its assumptions on its face; not a finding. Claim — asserted, not evidenced at this record's standard.
1. The frame — definition and official findings (Documented)
The UN Convention's five acts (1948) and Lemkin's wider conception beside it; the scholarly field and its honest range; and the official-findings spine, enumerating five countries: Canada — the TRC's "cultural genocide" (2015) and the MMIWG National Inquiry's genocide finding (2019); the United States — the Interior Department's boarding-school reports (2022, 2024), with no genocide finding issued; Guatemala — the CEH's acts-of-genocide finding (1999); Brazil — the hemisphere's standing domestic genocide conviction (Haximu, STF 2006); Paraguay — the Aché, contested. The findings are documented; the application of the word to the whole five-century process remains the field's live debate, and the record says so.
2. The collapse in numbers (Documented range)
Pre-contact hemisphere estimates run 8–112 million across the literature; the carried synthesis is Koch et al. (2019): 60.5 million in 1492, ~90% gone by 1600; virgin-soil epidemics the largest documented killer, with the record's standing distinction — epidemic mortality is not automatically policy, and policy is not reducible to epidemics.
3. The Extermination Census (Documented, per line)
A people counts exterminated only when people, language and culture are all verified gone; descendants living moves a people out of the class, however their record ended. Floors after the 2026-10-28 continuations: Class A — 22 named peoples exterminated (the Tampa Bay chiefdoms Tocobaga, Uzita and Mocoso added on Hann's evidence); Class B — 73 named peoples whose record ended while descendants continue; Class C (language gone, people living) never counted; Class D (catalogue arithmetic, ~1,000 languages) printed as ranges only. One line stands flagged for the owner's ruling: Taushiro — filed as reported, with the correction documented on the face of its companion account. Mexico and Central America Class A stands at zero, filed as a finding: the pattern there is absorption.
4. How they were exterminated (Documented, mechanism by mechanism)
Nine mechanisms at fixed evidence levels: epidemic disease (intent kept strictly separate — Fort Pitt 1763 documented in the letters, its effect unprovable; the 1837 blanket claim claimed, not evidenced); massacre and war; starvation as policy; removal and confinement; the schools and child removal; sterilization; enslavement; habitat and livelihood destruction; legal and paper erasure. Then the Class A peoples account by account — the blows in order, the last survivors and speakers with dates, the thinness of the record stated exactly where it is thin — and five findings.
5. The twelve must-adds (each Documented in its file)
Guatemala — the CEH (1999): 42,275 victims documented by name, 83% Maya, the army responsible for 93% of violations, acts of genocide found; Ríos Montt convicted 10 May 2013 and annulled 20 May 2013 — either half alone is a false statement. Peru's sterilizations — 215,227 tubal ligations 1996–2000 on the Health Ministry's own series; no genocide finding exists, and this record does not supply one. Enslavement as its own mechanism. Mystic 1637 and King Philip's War — the primary counts as their authors gave them (Underhill ~400; Mason 600–700); over a thousand captives exported into slavery. Canada's plains starvation and Battleford — Macdonald's 1882 Hansard words at confirmed text; the eight men hanged on 27 November 1885, named. California's missions — the registers: ~79,000 baptisms, ~62,600 deaths against ~29,100 births, 1769–1834. The Putumayo — Casement's arithmetic is the documented figure: ~30,000 deaths for ~4,000 tons of rubber; 40,000 prints only as the attributed range-top. Brazil — Figueiredo and the CNV — the state's own inquiry: ~7,000 pages, 134 officials charged, none jailed; the CNV's 8,350-death floor. Haximu — Brazil's first genocide conviction (1996), affirmed unanimously by the Supreme Federal Court (2006); the 2012 Irotatheri reports claimed, not evidenced, never shelved with this case. La Matanza, 1932 — 10,000–30,000 killed as a range; "30,000" refused as a settled count. The Conquest of the Desert and Araucanía — Roca's own accounting as the perpetrator's document, never summed with modern figures; Araucanía carried without a death toll, because none is documented at that level. The Aché — contested, by design: the allegation and the dispute at full strength; the "85%" figure refused as a count.
6. Two boundary cases, filed as not-extermination (Documented)
St. Vincent 1797 — the Garífuna deportation: 4,195–5,080 deported to Balliceaux, ~2,000–2,445 dead there, 2,026 landed at Roatán — and the people survive. Rapa Nui 1862–63 — the Peruvian slave raids: ~1,400–1,500 taken, ~12–15 repatriated alive, the 1877 census at 111 — and the Rapa Nui survive. Both files state on their faces that they are not extermination accounts; they stand in the compilation because the record's honesty about survival is part of its evidence about everything else.
7. The final examination (the audit of the whole corpus)
Verdict: the corpus's discipline held — nothing overstated, mislevelled, or carried below standard; what was missing was territory (the northern half at full strength; the 20th-century Latin American record absent until the must-adds). Its refusals stand as part of the evidence's credibility: "Ríos Montt stands convicted" (half a fact); La Matanza's 30,000 as settled; Putumayo's 40,000 as headline; the Aché "85%"; the 2012 Venezuela reports shelved with Haximu.
8. The destroyed record as evidence (Documented law + documented cases)
The law at first hand: Lemkin's conception and the 1948 vote that removed cultural genocide from the Convention; Krstić (ICTY, 2001, para. 580) and the ICJ in Bosnia (2007, para. 344) and Croatia (2015) — both halves, always: destruction of a people's heritage is not itself a genocidal act, and it may legitimately be considered as evidence of an intent to physically destroy the group. The Americas record: Maní (Landa's confession — "we burned them all"; four codices survive); Texcoco filed Debated; the Figueiredo dossier's forty-year "destruction"; the schools' record gaps as official findings; St. Anne's at the courts' level — withholding, remedied in part by court order; Guatemala's police archive, denied, hidden, found in 2005 at ~80 million pages. The destruction converts every count into a floor; it supplies no missing figure.
9. The modern mechanisms (Documented / Debated / Claim, kept apart)
Documented: Grassy Narrows mercury (over 9,000 kg discharged 1962–70; Minamata disease documented in residents; remediation outstanding — placement, harm and delay documented, an intent to poison not); Tar Creek lead; First Nations drinking water on the federal government's own counts (40 long-term advisories in 38 First Nations as of August 2026; Neskantaga under advisory since February 1995); whole-lake estrogen science (population collapse in fish at documented concentrations; human effects not established); Alberta oil-sands royalties ($16.9B, 2022–23) set beside that water record. Debated: fluoride — the NTP's moderate-confidence finding above 1.5 mg/L, the 2025 meta-analysis, the 2024 court holding vacated on procedural grounds in 2026, the official dental-health position — printed both ways, settled neither way. Claim: a fertility-directed chemical release programme; deliberate extermination intent in the documented discharges.
10. The missing generations, and the further evidence (Counts Documented; the calculation a Model)
The counts: the nadirs (US 237,196 counted in 1900; Canada 102,358 enumerated in 1871; hemisphere ~5–6 million c. 1600), and today (US 3.7m alone / 9.7m in combination, 2020; Canada 1,807,250, 2021; Latin America ~58m). The model: uninterrupted increase from the 1492 base at 0.1% / 0.25% / 0.5% per year gives ~103m / ~229m / ~864m — against ~64–70m counted. The narrow finding, and the only one the file makes: the hemisphere's Indigenous population today stands at about its 1492 number; five centuries produced no net growth. The further evidence stands beside it: eleven documented items, 2021–2025, each at its kind's weight — Mexico's apologies to the Maya (2021) and to the Yaqui (2021, verified at first hand 2026-10-28); Pope Francis's apology and his genocide words (2022); Colombia's CEV ethnic volume (2022); the Vatican's repudiation of the Doctrine of Discovery (2023); Haaland v. Brackeen (2023); Brazil's marco temporal ruling and Congress's answer (2023, moving); Canada's $23.34B child-welfare settlement (2023, on a discrimination finding); the Yanomami emergency — 570 documented child deaths, a president's characterisation filed as claim (2023); the Carlisle children coming home (2017–2025); the United States' boarding-school apology (2024).
11. The owner's text — the allotment law of Jubilees (Owner's Cited Text + Owner's Teaching)
This section stands in a different class from everything around it: it is the publisher's own cited text and teaching, printed as his — not a research finding. From the Book of Jubilees, as held in this Collection: the division of the earth among Noah's sons was made by lot and bound by oath (Jubilees 9) — Noah "bound them all by an oath, imprecating a curse on every one that sought to seize the portion which had not fallen (to him) by his lot." And Canaan, who took the portion that had not fallen to him (Jubilees 10), was warned by his father and brothers: "Thou hast settled in a land which is not thine, and which did not fall to us by lot… thou and thy sons will fall in the land and (be) accursed through sedition… and thou shalt be rooted out for ever." The owner's application — his teaching, in his words of 2026-10-28: the allotment law stands over the taking documented in this record; Canada has made its home on Native land, reaping the natural resources, while the peoples of the land boil their water — and under the oath, the one who takes another's portion without it falling to him by lot takes it under the curse. Canaan is the type. The record neither adopts the application as a finding nor files it as anything but his.
12. What this body of evidence does not claim
No exact pre-contact population, and no single settled death toll for the hemisphere, any century, or the whole process — ranges with named authors only. No hemisphere total of the exterminated constructed from the model, the census classes, or the catalogue arithmetic — floor (22 peoples), penumbra (73), and magnitude (~1,000 languages) are three different objects. Epidemic death is not attributed wholesale to deliberate killing; nor is the collapse attributed wholesale to unintentional disease. "Ríos Montt stands convicted," "30,000 in La Matanza," "40,000 in the Putumayo," "85% of the Aché," Stannard's ~100 million as a documented toll, Las Casas's millions as counts, the 1837 blanket account in its dramatic details, the 2012 Irotatheri reports — each refused, each refusal reasoned in its file. No genocide finding is supplied where none exists: Peru's sterilizations, the US boarding schools, Canada's child-welfare settlement stand at their documented weights and no higher. Two classifications stand held open by the owner's standing instruction — Mutsun, and Taíno — and one census line awaits his ruling: Taushiro. Whether "genocide" names the whole five-century process or specific documented episodes within it remains the field's live debate; this record presents the definition, the findings, the debate — and the evidence, compiled here, on which a reader may judge.
